How The WA State and Federal Government are Providing Energy Bill Relief in 2025
With cost-of-living pressures continuing into 2025, both the Australian and WA Governments are extending energy bill relief for households and small businesses. From 1 July 2025, eligible Western Australians will receive $150 in electricity bill rebates through the Federal Government’s Energy Bill Relief Fund, with additional support available to concession-card holders through the state’s Energy Concession Extension Scheme. Federal Government 2025 Electricity Credits
The Australian Government has confirmed that electricity bill relief will continue in 2025, ensuring that households and small businesses receive additional support.
From 1 July 2025, every household and approximately one million small businesses will see another $150 in power bill relief, applied in two instalments of $75 each, directly to electricity bills. This is part of the ongoing effort to ease energy costs and follows commitments from both major political parties to maintain relief measures.
WA State Government Energy Bill Relief Fund
In Western Australia, the Household Electricity Credit for 2025 will be applied to electricity bills from October 2025 for customers of Synergy and Horizon Power. The payment of $150 is funded by the Commonwealth Government under the Energy Bill Relief Fund extension. The WA Government continues to offer its suite of rebates and concessions for concession-card holders. Key programs include, the Energy Assistance Payment (EAP), which provides an annual credit toward eligible customers’ electricity accounts, and the Hardship Utilities Grant Scheme (HUGS), designed to assist households experiencing payment difficulties with their utility bills.
When Will You Receive The Electricity Credit
Households that were registered for the Energy Concession Extension Scheme (ECES) by 30 September 2025 will receive the payment in mid-October 2025. If you were not registered for the ECES, by September 30, your payments will be processed in the order they are received, from late October 2025.
Do You Have to Apply to Receive The Electricity Credit?
In Western Australia, if you are a Synergy or Horizon Power customer (on September 30 2025) you do not need to apply. Customers of Synergy and Horizon Power will automatically receive the payment, if they are eligible.
Am I Eligible for ECES?
You may be eligible for the 2025 Household Electricity Credit if you own or rent a self-contained residential property and pay for electricity. This includes homes, units, granny flats, or dual-key properties used mainly for residential purposes. Eligibility also extends to households that are off-grid or receive power through an embedded network or on-supply arrangement, such as apartments, retirement villages, caravan parks, or regional communities billed by a third party.

Recap of 2024 Electricity Rebates in Western Australia
In 2024, WA households received a $700 electricity credit, made up of:
- $400 from the WA State Government as part of the 2024-25 cost-of-living budget measures
- $300 from the Federal Government’s Energy Bill Relief Scheme
For eligible small businesses, the federal government contributed $325, bumping their total to $725.
Who Was Eligible & How Was It Distributed?
The credit was automatically applied to Synergy and Horizon Power customers' electricity bills.
The rebate was split into two instalments that were applied directly to electricity accounts. The first instalment ($350 for households and $325 for small businesses) appeared on power bills in the July-August 2024 billing cycle. The second instalment was then applied to the December-January billing cycle.
Households that are on embedded networks or alternative providers had to apply through RevenueWA for payment of the credit.
Will Electricity Prices Rise in 2025?
Although the Australian Energy Regulator (AER) has lifted the price cap in some states, Western Australia is not part of the National Electricity Market (NEM). Instead, WA operates under the Wholesale Electricity Market (WEM), with the state government setting residential and small business electricity prices.
Electricity prices in WA increased from July 1 2025 due to Synergy’s standard increases. This increase has been typical for the last 10 years, with an average increase of 2.7 per cent per annum from 2014 to 2024.
